The mayor said the ordinance's implementation is timely, given the massive flooding that recently hit Metro Manila and nearby provinces. Rains and floods brought by typhoon "Gener" and the southwest monsoon placed Pasay City under an official state of calamity.
“I am encouraging all the owners and operators of various stores and establishments, including all our kababayans to faithfully comply with this ordinance. Sama-sama po tayong magtulungan para sa ikalilinis at ikagaganda ng ating mahal na lungsod, pati na rin sa buong Kamaynilaan (We must work together for the clean and pleasant appearance of our beloved city and also for the entire metropolis),” Calixto said.

“The banning of the use and distribution of plastics bags and polystyrene foam (styrofoam/styropor) will greatly contribute to the reduction of solid wastes generated by local communities that end up in canals, waterways, rivers, creeks, and streams and eventually in the bay,” Aguilar said.
“Indiscriminate dumping of plastic bags and packaging materials into the environment and its eventual burning in open dumps constitute a serious threat to public health and the integrity of the ecosystem,” added Aguilar.

“To strengthen our citywide advocacy for the use of environment-friendly packaging, we have amended the guidelines previously issued to include a clear definition of primary and secondary packaging materials. We have also identified products packaged in plastic material that need to be exempted from the ban for the time being, since an acceptable alternative packaging is not yet available,” Binay said.
“Through these policies, we aim to encourage the use of biodegradable and/or recyclable plastic bags among business establishments and consumers alike,” Binay said.

Burgos, Pangasinan
Mayor Domingo Doctor Jr. said his town’s ordinance, prohibiting the use of any non-biodegradable plastic bag to pack goods sold to customers, helped mitigate flooding in his town.
“Look what we saw at the height of the flooding-plastic bags and similar materials were seen hanging on the trees or telephone lines while canals were severely clogged by these,” he said.
